¥°. Introduction

Koreans have some confirmed bad habits. Big accidents occur every year, and so many innocent people die because of them. For example, there were the Sung-Soo Bridge and the Sampoong Department store which collapsed a few years ago. We can't refer to accidents one by one. It is no longer secret that officials take bribe and look away from illegal activities. Political problems are confirmed habits, too. Some politicians were linked to black money, and almost all are very conservative. They break the laws in spite of the fact that they make laws. Distrust for politicians has passed the limit, so people no longer trust politicians. They are very important persons in our society. We must find ways that they can regain their good reputation as politicians. Another problem is a failure of policy. The government doesn't predict the future when it makes policies. We asked about the policy of education in this survey. Education policy is very important for Korea's future but is changed very often. Koreans thought that sex should be hidden traditionally, but lately the idea of sex is changing very much. So many side effects take place For example, teenagers meet partners to have sex very easily. Teenagers are not sufficiently educated about sex in  school. We asked people about what the problem was and why we cannot change such problems through  interviews with various groups. In this paper, we will suggest solutions, using respondents' opinions.

¥±. Survey of the Questions

1. Question #1

The first question was about politics: "What do you think are the three biggest political problems of Korea?"

¨ç Korean Student Respondents (n=3)

First, the Korean students we surveyed all pointed out one of the same problems. Now the ruling party and the opposition party are fighting each other regardless of benefits for the people. Politicians always assert their opinions and do not solve the problems through conversation. One respondent also talked about the special political environment of Korea. Politician can't present opposite opinions of their parties. She wrote an example that one female politician was expelled from the party, because she didn't follow an opinion of the party. Otherwise, there were respondents who indicated  the authoritarianism of politicians and nepotism of politicians.

¨è Korean Professor Respondents (n=2)

The Korean professor we surveyed mentioned that some politicians were unqualified. Politicians are not professional, so it caused a lot of problems for our nation. One respondent pointed out the fighting between the ruling party and the opposition party. He also said that politicians advocated special interest groups related to themselves. Another respondent pointed out that politicians struggle hard for political power.

¨é Foreign Respondents (n=2)

One respondent pointed out political incivility and lack of perfectionism. Politicians are vicious with whoever's in opposition to them. There is no co-operation. Also, projects are done without concern for quality. Koreans only seem to care about quantity in general. In addition, he said that Koreans lack concern for safety in buildings, driving, products and environment: in short, Koreans don't seem to consider how their actions will effect others' safety. Another respondent pointed out nepotism and bribery at all political levels. He also added that most politicians are too old and too rigidly follow the old hierarchical system.

2. Question #2

The second question was about big accidents which occur every year as regular events. We asked the questions: "Have you ever heard of the collapse of the Sam-Pung Store or the Sung-Su Bridge?" and "Why do you think these disasters happened?"

¨ç Korean Student Respondents

One of the respondents blamed the government sneeringly when she talked about the cause of the problems. The respondent mentioned people regard such accidents as natural phenomena. For example, there was a fire in an Inchon bar a few weeks ago. More than fifty young students died in the bar because of the fire. People raged about the bar where minors weren't supposed to go and there was only one entrance. This is just one example. It was not a natural tragedy, but a tragedy which was made by people. One respondent indicated irregularities and corruption of officials. Another  pointed out the lack of perfectionism of Koreans. As a result of that, a lot of disasters happened. These respondents commented that Korea has been number one in car accidents and building collapses.

¨è Korean Professor Respondents

These respondents mentioned people's moral hazard. One respondent said that the laws is so weak to punish people. As a result of that, people don't care about breaking the law. Another respondent pointed out professionalism of law makers is lacking very much. Also, he added that people's consciousness of property is too high in Korea. People want to earn money easily without pain and always desire high social position.

¨é Foreign Respondents

These respondents mentioned that Koreans take bribes. One respondent pointed out the inspectors were bribed, and in general, guidelines for construction seem inadequate. Another said corruption (bribing of building inspectors) and poor planning played a part. Also, one was sure the contractor wanted to maxmize profit and cut too many corners.

3. Question #3

The third question was about the problems of education: "What do you think are the three biggest problems of the educational system of Korea?"

¨ç Korean Student Respondents

Expectedly, respondents pointed out almost the same problem. It was absence of policies. Especially, they talked about policy only for going to a university. Probably, they were students who prepared to enter the exam in the past. They thought that it  makes students lose their initiative. Now our teenagers cannot feel the necessity to go to school, so they are leaving school. They are more concerned about dancing and  computers than studying in school. Otherwise, there were responses that teachers burden student too much and that there are too many students in class.

¨è Korean Professor Respondents

One respondent pointed out the problem about decision of educational policy which is made only by high-level officers. Also, he said that educational officers follow an advanced foreign country's educational system even though it is not fit to us. Another respondent indicated on the educational policy changed so fast. Therefore, students and teachers are confused to follow the policy. One also pointed out that bereaucrats are short in qualification and that educators lack responsibility.

¨é Foreign Respondents

One respondent pointed out a focus strictly on mathematical, logical and linguistic development at the expense of other talents, intelligence and creativity. He also said that  students can't fail out of a university. They are not expected to push themselves and develop a sense of identify, vision, and passion, so there's little excellence and a lot of mediocrity. Another indicated an absence of level testing in English classes. In other words, so many different ability students are mixed in the same class. He also talked about the grading system. He mentioned teachers are required to grade on a curve which discourages many students. And last, he pointed out that too many decisions are made by people too far away from the classrooms.

4. Question #4

The fourth question was about the problem related to sex: "What do you think are the three biggest problems related to sex in Korea?

¨ç Korean Student Respondents

Respondents pointed out that our society is conservative about sex and that our culture discriminates too much between men and women. They added that there is no sex education in middle and high school. Even the universities do not have  it. They also talked about the wrong traditional consciousness of sex.

¨è Korean Professor Respondents

One respondent pointed out a vague acceptance of sex cultures of foreign countries, and that our society has not developed its own sex culture, so a lot of people have begun to contact sex from journalism and pornography. In addition, she said that there is lack of sex education in Korea. Another respondent indicated that our society has produced sex on a commercial scale and that our society had not opened an air of conversation, discussion and debate about the sex.

¨é Foreign Respondents

One respondent pointed out people's unwillingness and shyness to discuss sex openly and learn about sex, and so that there's a shortage of sex education in Korea. He  also talked about intolerance. For example, homosexuality is totally misunderstood and persecuted. Korea is losing some of it's most creative and gifted people because they can't survive here. Nobody accepts that they are different yet still normal, or at least not horrible, sick people. Another respondent mentioned something similar to the above. And he added a little more. He talked about double standard in Korea. The law prohibits behavior which is secretly indulged in, for example, room salons, prostitution, etc.

¥². Conclusion

There are a lot of opinions to the questions we asked in our survey. In this research, we found some interesting facts. All the people in each group we surveyed seemed to have similar thoughts about the questions. Now we think why do we have these problems? And what are the resolutions of these problems?
First, we would like to suggest a resolution of the politic problems. Above all, politicians must be clean morally. We call them so-called "class of leaders." If they are not clean morally in spite of being the leader class, general people don't feel they need to live honestly. We can prevent their bad habits. Politicians were elected by people; therefore we think it is the best solution that people don't choose unclean politicians in an election. If we do that, the politicians will dread people's criticisms, and they will not perform illegal and wrong behaviors.
Second, we have thought about how we can stop the big disasters. Whenever accidents occur, police say that they will investigate thoroughly, but police always arrest low position workers.  The biggest cause is that officials take bribes. They explain to themselves that it is because of low salaries. But it cannot be an excuse. As a result, irregularity and corruption are killing innocent people. Absolutely they shouldn't kill the people because of money. We think that if the government applies the law completely to corrupt officials and raises officials' salaries to the level of individual companies, irregularity and corruption will disappear.
